AC 1.1 — Differences between employee involvement and employee participation

Employee involvement and employee participation are frequently used interchangeably in practice, but they describe materially different distributions of influence. Involvement refers to management-initiated mechanisms through which employees contribute views that management remains free to accept or reject — attitude surveys, team briefings, suggestion schemes. Authority is not shared; input is invited.

Participation, by contrast, involves a genuine transfer of decision-making influence, typically through representative structures such as recognised trade unions, works councils or European Works Councils. The distinction matters practically because the two produce different psychological contracts. CIPD (2023) research on voice mechanisms found that involvement schemes generated measurable disengagement where employees perceived that contributions were routinely solicited and then disregarded — the "voice gap" effect.

AC 2.2 — Emerging trends in conflict and industrial sanctions

Official industrial action in the UK has shifted markedly in composition since 2022, concentrating in the public sector and in newly organised segments of the gig economy.
